By default, Windows Server 2008 has password complexity requirements enabled. To turn it off, please do the following:
1. Click on Start -> Administrative Tools -> Local Security Policy
2. In Local Security Policy, click on Account Policies and then click on Password Policy.
3. Under Password Policy, double click on Password must meet complexity requirements and then select the Disabled option.
4. Click on Apply and then click on OK.
